Rowing hard

I spotted him from our motor boat, trying in all his might to row. But his little boat won't move. Maybe his little strength is not enough, maybe the will is not cooperating. Do I need to pitty him? After awhile, his boat moved. I guess I have underestimated his will and his 'little' strength too much.
